No VDB under bust on obverse . Could be anywhere from 1909 to 1958 most likely a philly .
Or a 1922 plain

Probably my eyes making it up, always forget that term that starts with a P lol but looks like 1948 when I squint.

I can make out a 4 for the third digit, but nothing after that.

Well there are some clues:
1. No VDB.
2. V.D.B. with Dots.
3. VDB without dots.
4. 1944 had a lot of Feeder Finger Damage on them.
5. VDB on the reverse?
Also 1946 had the weakest strike on the '46'.
6. It does appear to show a weak 94 on the date area.
7. Date differences on the 1940's wheat cents:
