I have an encapsulated proof '64 Kennedy half, that is very obviously not an accented hair variety. I guess that this is the most common variety in proof. |

Not common. Looks like they were all from either the same working hub that was altered, or only just one die that was altered. All have the same die markers as seen on the link above.

COOP is wright. It is the same Hub which was altered at the request of Jackie Kennedy because she do not like the first Observe design. The big difference it is that the I in Liberty on original missing sheriff bottom left, then they add and they altered some of the hairs. No changes was done to the Reverse.
