Can't help too much from such a blurry out-of-focus photo... Not very likely that it is that you are thinking... From what I can see here, more than likely a gunky stain or major post mint damage of the green copper coating reacting with some chemical from the colors I see.

My phone not take good pics it's a little blurry but only on the year and liberty the rest pretty much looks like that except my bad you can't see this

Looks like the copper plating has been skinned off exposing the silver zinc core. After time the zinc will turn black just before corrosion sets in. Basically a badly damaged coin. Spendable

full on post mint damage on this ZINC cent. the rims were ground off and some of the copper plating has been removed in various areas. There is no way that this thing left the mint in that condition.

There is no way that is an error.
Just a badly damaged coin, doubt if you could even get a
cent for it in that condition.

Yes, post-strike damage--not a mint error. The coin appears to have been deliberately reduced in size. What does the reverse look like?

Yeah, better photos say this is confirmed PMD as mentioned above... Smaller size means someone reduced the size post mint...

I agree with PMD. Sometimes people will "shave down" a cent to imitate a dime to use in a vending machine.
