Interesting. Note the circled area.  There is copper underneath. What you have here is foil from a cigarette package, I'm guessing from the colour. When you take the white paper backing off of it, what you have is a very thin, very moldable foil left over which is very easy to place onto a coin, much like gold leaf. I've seen this done before. Thanks for posting and jogging my memory. This is perhaps a solution for anyone that has one of those Shell Prime Ministers sets the plating has come off of.

i already saw what this foil you talking could done but I found amazing that its close to invisible if it's done like this
i confirm what I've tought there is very kind and brilliant people inside here.

In my second year of college chemistry, we did several plating experiments and I silverplated a new penny. Maybe this coin has a similar history. I kept mine.

^^^ Hey thats real nice! ^^^  Back to the foil subject. The modern foil is different... that took vintage foil. People also use to roll it into a very solid compact ball. The new stuff is somewhat plastcized, so it won't conform like the old stuff. Just sayin' is all.

I've heard of this being done by dipping pennies in mercury as well, not sure if that's the case here but it might be a good idea not to handle the coin too much if you're not sure.

I found a silver 1906 large cent  in an antique shop last fall I thought it was a wrong planchet but looking a little closer and discussions on another coin reverence web page I believe it to be mercury coated I scraped the edge with a knife and saw copper under the silver.

in fact it was my enqueries at first here. I'm shy of cutting the edge of this piece to see if people here were right.
so as I said before it do look like plated of course but ... by who ? I don't found any other example of this kind of piece.
So as long as I don't put a special agent on that case i'll not be 100% sure ... sorry

Have to agree with WpgLwr "Cigarette paper foiled".I did this a lot when I was a kid.Sometimes we would have a contest to see which kid's "silver cent" would look like a real minted coin.(If I remember right cig.foil then is still the same used today)
