Not usually. They tend to give them a plus when they have nice eye appeal. Yours seems a bit dark so maybe they did. But 64 seems quite low. Are there any other marks?

Eye appeal appears low. Luster is very low. Grade reflects those things. High Grade modern proofs should have no contact marks (or wear of course).

My question is why would someone send this in for grading?
It would have to grade PR69 to be worth any real value and only 60 have made that grade.
You would need PR67 just to get your money back on grading costs I would imagine.
I am curious, what is the rational? What is the fascination with TPGs? I have really been disappointed as of late with their supposed expertise.

Can't really tell what is going on underneath the toning from pictures. Graders have the coin in-hand and can tell. Why that coin is graded could be it was in a coin lot that was all sent in at once from an auction house to a TPG .

Was the coin imaged by NGC? If it was, you can give us the certificate number we should be able to look at the images in the NGC database.

Getting a toner straight graded was my goal, just didnt expect a low ball grade for a proof w/no chatter or contact marks.

I've been asking this question for years even directly to folks that keep posting coins worth a couple $$ if they should send it in. never received an answer from any of them. my best guess is that these are green collectors and see slabs everywhere. the slab market is real good at promoting their services so they have been gas-lighted into believing that any nice looking coin should be slabbed.  as for this post. there is no way to see the surfaces of this coin using these photos. seeing through heavier toning looking for marks can be daunting and only the best seasoned graders can even come close to determining them. TPG's will reduce a grade for eye appeal especially if the toning is not pleasant. a brown toning to a coin similar to what it looks like here could be grounds for up to 1 pt deduction. unless we can see better lit larger photos I can't make that call.
