well this is not a clash - the lighting is bad for this image - but it loos like it was vised against another coin, maybe road rashed too.

Looks like glue. PMD. Not an error. Try soaking it in 100% pure acetone.

Im with E&V, this appears to be some kind of glue, and another coin was marked on it.
I have found something like that before.

Back your scope away from the coin and turn the light down on it if you can to reduce the glare.

Can see the Backwards lettering of "ONE" either vised into surface or impressed in glue. Just damage.

With the new pictures, it's glue. Notice how the area not covered by the overlayed reverse? The glue protected the original surface and tone of the coin? Soak it in acetone, it should come off.
