Are you sure that these aren't plating bubbles or zinc rot?

Poke one of the Cuds with a toothpick just for fun. Canada did mint copper-plated zinc cents that year.

I've never heard of a "multilabel broken rim die coin".
Can you point me to where I can read up on this type of error?
Personally I think your assessment of welders splatter is more feasible.

Yup PMD!! This coin was harshly circulated and if you look at the 3:00 picture close there is a break in the cooper plating exposing the planchet. A contaminant (acid like) got under the plating causing a bubble blister raising the rim beads. I see it in other areas of the rim (8:00) and the Queen has that acid like look too. Steel planchet coins are susceptible to bubbling in the right conditions too. My opinion with the coin in hand!! Junk bin #3.
