I believe once it starts to tone, it is no longer red.

I wonder how old that slab is. I would be shocked if that coin met their current toning standards.

Would PCGS have published this if it is something that would not pass muster today? A better question... Does marketing run these write-ups by the grading staff?

I've submitted similar coins and had them come back bagged. The toning progression is atypical for what they accept.

Toning is a sign of improper storage or manipulation. This coin? Probably manipulation.
