1967 LMC Oddity

I came across this odd coin in my wife's grandfathers coin collection and thought PMD right away but on closer inspection with a 10X loupe then a 30X loupe I am convinced it is either peeling up or a scrap of copper got caught between the obverse die and planchet. Please check it out and tell me your opinions please.
Here is a 1200dpi scan of the obverse. The reverse is normal.

It is a Lamination peel. Note the NE/SW Lines on the full obverse. That is a lamination issue. But the peeling on the bust is a peel.

That is odd. I would have expected the peel to follow the direction of the lamination.
