Without question, IMO. There is only the one faint area on the center step, near the 3d pillar, to cause caution. Is that a Business Strike?

Nope its not a business strike. Its a Proof and I was not aware of a full step designation for proof coins but Some one wanted to know if one of the coins I was selling on ebay was full step. Hopefully he will be able to tell from the Picture. I have looked at the coin through a 20x loop and the mark on by the third pillar is just a change in the metal colour an impurity in the alloy would be my guess.

There is no FS designation for proof coins,, to avoid problems it maybe a good Idea to enforce the fact that the coin is a proof in your communication with the bidder.

I don't think its a valid Question.
After all we are talking about a PR69 coin here and I am sure PCGS would not have given it a PR69 rating if it had Damage to the steps. I have seen some older proofs that were not full steps but this has usually been reflected in the grade. I am Assuming the question was asked in ignorance...
