It is a tough call... I can't really see the coin's details because of the 2x2 holder. As the coin appears right now, it looks like it has seen a little bit of circulation. Either that or it has an extraordinarily weak strike. Hard to tell

updated with more pics, I'm just curious on the grade, nothing special about the dime really, I was just surprised to see such a well preserved US dime in a roll of Canadian dimes.
