It is a proof Franklin but I cannot say much more than that with tiny photos that are smaller than the actual coin.

Take a close look yourself at the bell. Can you read the words clearly? Are all the bell lines well defined?

Your coin is a proof, so for any sort of grade, you can try to post some larger pictures.
make sure if you are using online photos to compare, you look at proof coins, not business strikes.

Impossible to grade without larger pictures.

Under these circumstances, you will need to take on board such comments as as made by ArrowsAndRays, and / or refer to the published pictorial grading standards for Frankins, and compare your coin the those pictured, to grade it yourself.

If you can post larger pictures, there are quite a few of us who would be willing to help you form an opinion as regards grading.
