Might the word COPY have been removed, resulting in the so-called "planchet void?"

Thought I am no expert on this series, the planchet void looks exactly like examples of planchet void errors on modern coins. Note the reverse weakness at 4:00 to 6:00, due to a lack of metal to fill the raised portions of the design.

It could be real. Or it might not. This is one I'd want to see in hand. And it isn't a C-3 it's a C-2.
