Can you provide some clue as to what the decoded phrase is about?

Is each line decoded in the same direction (either left to right or right to left)?
Yes

Does the encryption method include a keyword? If so, can you provide it
Encryption does use a key, but you would not find it in a dictionary. I may give some hints of the key.

Can you tell me if this is right:
Line 1 = 8 letters
Line 2 = 3 letters
Line 3 = 6 letters
Line 4 = 4 letters
Line 5 = 2 letters
Line 6 = 3 letters
Line 7 = 5 letters
for a total of 31 letters, as previously specified.

lars - Apart from nod telling us it's not right, I would assume it is. That's what I'm working with as well, and it almost seems that he avoided answering this the first time on purpose. Maybe he missed it, but the absence of a "no" is going to tell me "yes".

You mean a playfair cipher? No, that was not the encryption method. Also, Lars has the word lengths correct.

Can you at least tell us how long the key is? If we're dealing with a polyalphabetic substitution cipher with a message length this short, and no hint as to the key or message content other than it is an English sentence or phrase that is not a famous quote, we don't have a prayer of breaking it.
