Are you referrinf to the second "A" in "Canada"?
Looks like extra metal or die chip but a closer pic would be better.

I will work on a close up. There's a c-a in Canada are connected the s in cents has material on top the 4 has bit of double and D in Canada's got a build up on inside and dip on outside

Scan the small areas at about 1200-2400, I find that works good. You may have to use the resize tool upon posting.
Look like there may be some doubling in the "C" and "S" of cents?

Difficult to say what going on there. Almost looks like "solder" between the "C" and "A", it appears to have worn shiny but that may just be the lighting. Looks like extra metal on the bottom of the "4", maybe a die crack on the "D" of Canada. Perhaps some doubling in the "C" and "S" of "CENTS".
Hopefully, someone else will take a close look and offer additional opinions.

Yup, fair to say! I think that it is a nice find.
Extra metal, die crack and doubling by the looks of the pics.

does anyone else have a opinion on what may have caused theses effects? would multiple errors demand a premium?

The 4 and 5 look like mortar set has caused this . The cents I can`t make out for sure . The c-a and d looklike extra metal . This is my opinion only .

Thanks Jawamin! I totally missed that post...I just wanted to make sure you did not write that coin off as a dud. I am not quite knowledgeable enough to determine all of the different types of errors, but thought the pic would help.

I was told recently that extra chips around the letters are not chips but are a result of rust under the plating, pushing it up. So, I guess that would make it PMD? but...I think if the plating was bad in the first place, it would be an error....not sure, leave that up to the experts...
