Spanish Error - Extra Metal?

Hey everyone! I have been searching through hundreds of foreign coins over the last few weeks, and I stumbled across this one. To the bare eye it seems to be an obvioud doubled die, however when I looked under a microscope, there aren't any serifs or even metal resembling a doubled letter. What is this extra metal that is found on every letter of the obverse? This coin is a 1983 Spanish coin with Juan Carlos on the obverse.

Looks like some kind of die fatigue. Looks like the edges of the letters were broke off. Maybe the die wasn't tempered correctly. I don't know. Just my thoughts.

It looks to me like Die Deterioration Doubling ,, Take a look at the examples of such doubling listed on here .
