In 1910 the Dominion Government decided to add a $1.00 Silver Dollar to the Specimen Sets. In 1911 the 3 Specimens were struck. For some reason the Government changed their minds (what else is new, even back then) and they decided against issuing the Silver Dollars. The tools for the obverse did not go to waste as they were used on the 1936 Silver Dollar.
