Better pictures are needed to make a proper assessment. Most likely it is a "Vice" job....meaning someone put Two Cents together in a vice and squeezed. Are the letters "CENT" raised or are they incuse? Also the letters are backwards. If the coin was struck twice by the die the letters would be the correct way. I also see damage to the rim of the coin where most likely it was squeezed together.
Again...The above is not 100% conclusive. Better pictures of the entire front, back and zoomed of the area in question would greatly help.
