At first, I just figured this was zinc rot, but it's kinda strange that it's on both tails of the "9's". The other question I have is, I see this kind of mint mark and date doubling a lot. (Especially on 1995s). What kind of doubling is that (referring to the "6" and "D")?

The 9's are damaged. The 6 & "D" shows Die Deterioration Doubling (die wear).

And yes, zinc rot is going to happen in one shape or another to most zinc cents. I put my money and time into copper and silver and steer clear of zinc cents.
