now, what's worse? Marking a low MS Franklin as MS-70 or VG?

The trite answer is that it depends on whether you're buying or selling. But in actuality, slipshod marketing techniques that flout numismatic standards re generally bad for the hobby, as those who may get burned on the overgraded side are likely to be noobs.

I suspect tis coin was the result of a mail order or television shopping show offer in which the coins were toted as "very good or better" so the deception aspect might've not been too significant, except that unsophistcated purchasers are unlikely to realize how bad "very good" condition technically is.
