Interesting toning on the reverse but it always causes me consternation when it comes to grading. Any help is appreciated. Thank you!

I agree that I believe there was an old cleaning. The toning looks much better in hand rather than in the photos. More appealing, at least to me :)

headband edges are not distinct but Liberty is clearly visible, evenly plain. VF-25 looks to be about right.

the reverse looks very porous and that "toning" looks like rust/corrosion. It may have been a ground dug coin at some point.
