Strange Dime-Sized Coin- Play Money?

Pulled this out of the $.10 bin at the local coin store just because it caught my eye.

The word "dime" is clearly visible on both sides. It feels and looks like a thin silver Arabic coin, but it failed the ring test so my best guess is aluminum.

I can't decide if this is play money or legal tender. Any thoughts?

America is the only country to ever use a currency unit called a "dime". So it isn't a foreign coin. It is either a piece of play money or, perhaps, a token of some kind. Having the same design on both sides does not really determine which of those two possibilities it might be.
