I am new to coin collecting and trying to post on your site.
I have several pennys with the same damage to the states of.
This are 1999 pennys. and they are not that worn.
what could cause this.

to CCF. Not an error. It looks like a worn die or maybe a Grease Filled Die.

I think it is just from slightly lighter striking pressure. This area is opposite Lincoln's shoulder and is prone to a weaker strike.
