I seem to recall this kind of thing was attributed to marks made on the dies by over zealous cleaning/brushing of the dies.
Could be wrong tho, but will certainly be interested in other takes on it.

This is the first 20p I have seen with " odd " marks from the 2014 coins so far, the vast majority are the £2 coins which have an astronomical amount of different flaws and errors.
I have a couple of £2 coins that show " tree rings " on the reverse side outer ring, plus many other varieties which includes a unique die chip on the end of liz's nose that looks like a bogie.
E-bay has lots of 2014 coins at the moment, more than you could ever expect
