The lines that are interfering with the upper horizontal. those are metal striation lines. These occur when the dies move slightly. The edge of the device shows the roughness of the edge. Not a RPM. Just fine die movement. It probably occurs on the tops of the date as well. Here is a coin I found with these die striations. Note the bottoms of the devices in this image. See the lines?
