maybe plastic since it is not uniform throughout as a wire width is.

Definitely a strike through error. When it cant be recognized as a specific material, it is given the generic name of struck through error.

It was not struck through wire. It may have been struck through a fragment of metal that was shaped tat way. It's really anybody's guess

Wow, Nice error. I would call it " Struck Through Scrap" or "Struck Through Fragment"

I collect strike throughs and have some very nice examples.

No, it's not worth slabbing. Why pay 20 bucks to slab a coin with a good grader when it is a known and obvious error type. The coin is only worth $15.00 tops. You are in the hole five bucks by slabbing it.
