I bought a buddies collection and this was in it. its a 2011 penny its normal copper on one side ,the edge of the coin and the rim of the obverse , but from there in on the obverse its golden. any ideas as to why?

Looks like chemically toned obverse.

If it was chemically toned wouldn't the whole penny be toned or at least the complete obverse , the rim is still copper as well as the whole reverse .Im curious what would you use to chemically treat a penny to turn it gold.

There is a 24 caret "gold brushing" jewellery process to electronically coat coins. It also is available for silver and I am surprised I don't see it more often---especially for problem coins.
