1941 Merc Reverse Error

Any one have any thoughts on what may have been the cause of this error? the coin is normal on the obverse opposite of this area.

Looks like scratches. Definately occurred after leaving the mint as the metal was moved.

The aaffected area has two distinct steps ,the design is present in the first step? Bottom of ther fasces is evident on the first step,, I dont think the metal was tooled from the area ? if you closely at the mint mark you can see that the affected area extends underneath it and the ridge is visable in the loop of the D, I think this had to have been there when the reverse was stuck.
