Die cracks are extremely common on the obverses of all the states quarters. The little thing above the hat is a minor die chip and they are very common as well. There should be no premium but I am sure some people would pay more than they should for them.
I'm rather amazed at just how minor these "doubled dies" are that people seem to be finding (making up) on Statehood Quarters. I highly doubt any sustained market value for these. Out of the 200 or so "different" known dies, there are about 5 that actually have potential of keeping any value long term.
