To me, it looks to grade an XF coin these days. Heritage has such as this, graded AU55 going for under $200 bux so what's up with this coin?

Looks properly graded to me, but very appealing which should bump up the $. Love the ANA holders.

Are bidders pricing in the rotated reverse also? Is there specific (predictable) value in that novelty/error?

AU-53 with nice eye appeal. NumisMedia has AU-53 at $384.
