Since it would be impossible for a Lincoln Cent to be minted on a large cent planchet, I am guessing that is an Encased Cent but I have never seen one like it.

No but it definitely looks to be 2 separate pieces So no extra value but still cool

It may still have a value, just not as a Lincoln Cent.
There are collectors of Encased Cents, if that is what it is.

Two ways to look at it.

Either 1) your Dad got a neat little ringed Wheat cent for a quarter; or 2), your Dad got cheated out of 24 cents.
