Just because someone punches something into a coin it doesn't have to mean something. For every counterstamp that does have a known, traceable meaning, there ate probably a hundred or more just random punches with no more "meaning" than boredom.
Usually you can only say a punchmark has a meaning if the same mark has been found on multiple pieces (even then we may not know what it means or who did it), or if it is recognized from another source (Such and a makers mark punch on a persons principal product.)
