I agree. The surface definitely has a cleaned appearance. The toning could be from an album. Here are some examples of completed ebay auctions. It looks like it's still possible to get a nice Type I at a pretty reasonable cost.

1917 Type I VF20 $41.00

1917 Type I EF40 $52.00

1917 Type I AU50 $107.05

The grades stated in the link are my opinion and I only provided completed auctions that have nice, clear pics. I would definitely wait for another to come along.
