Yes, ebay and Heritage are both good options. If you buy on ebay, I would also probably stick to holdered notes unless the seller has a sterling record and return privileges and you feel competent to evaluate the note when it arrives.

Before even thinking about buying, go to shows or your LCS and handle/examine as many notes as you can, leaving your wallet at home. Try to have a plan about which denominations or types you want to collect and study them first. It is very easy to buy but very difficult to sell - all the more so if you are just starting out.
