There is a shadow around Washington's face and around the Buffalo. Hopefully you can see it in the photo. What is this called?

Those look like oil or water was on the coin thus preventing the strike on those areas. (leaving a wave on the fields)

No. That is usually a distraction to the eye and would lower the grade to a true coin collector. It is probably too minor for an error collector.
