Die Deterioration is the most likely explanation.

I've seen that before on nickels and e few people said it was just PMD. But I can't remember what others said. The metal seems to come from the rim and go over the letters and the rim seems rounded so maybe a short term Dryer Coin.

The coin don't look bad at all I found 2 just like this in 2 diffrent rolls I don't think it's PMD the rim is still in tact
