Mr. Roosevelt appears to possibly be the victim of a counterbrockage. A coin fails to leave the press when struck, and a second planchet is fed above and struck onto it. The original coin becomes a "soft die," and strikes an incuse representation of itself into the second planchet.

That second planchet would then be a coin with two of the same face, one a mirror image just like the die has. It's referred to as a "brockage."

That coin then stays in the chamber, probably stuck to the hammer die (a "capped die") and becomes a "soft die" strike onto a new planchet below it. The new planchet would have a "normal" impression of the anvil die and a soft impression of the hammer die because it was struck by a coin and not a die. This is called a "counterbrockage," and your Dime is about what one should look like.

Pretty cool. Not vanishingly rare, but uncommon.

Struck through a late stage capped die after the cap had been pounded so thin that the features of the obverse die are showing through.

I found a few that sold on ebay and the prices are really subjective. I would reasonable say it's worth $15-$20, maybe more to the right buyer.
