It is one of the myriad of tokens and exonumia put out by private companies/mints as celebration of the Bicentennial. There were hundreds if not thousands of types put out as souvenirs for the many local/state celebrations, especially around the 4th of July. This could probably be further IDed as to who/where is came from, but the value of these items are minimal, less than a buck.
