Not questioning anyone but asking

To be a 65
MS65 Gem Uncirculated- No traces of wear. A nearly perfect coin with very minor hairline scratches, contact marks, or blemishes only in secondary areas. Will have full original mint luster.

Would that class as a full mint luster with the black around the rim?
