I am sorting my Victoria Cents in an effort to determine what to keep and what to trade or sell when I came across this unusual variety-error. I checked the Haxby site and don't see reference to this obverse or reverse.
I referenced information on error-ref.com to determine the pitting on the coin is most likely burst gas bubbles from the planchet when the coin was struck.

Can anyone confirm my theory on the gas bubbles and let me know if any other dbl punched 189's are out there.
I dont see any obverses with the die crack C and O. the are other minor die cracks on a couple of the A's.

I agree with rp9 looks similar to E3a but on my coin the loop in the nine has deposits on the left inside and the 8 bleeds a little on the bottom inside right and outside right and the 1 is double punched backwards missing the top serif. look at the 1 and 8 and 9 in closeup attached.

It looks like PMD to me as well .. it seems to be concentrated on the Obverse and can't tell about the "spots" on the Reverse. I also agree that it's a DP #2 .. on higher grade coins, you can see the underpunch on the inside of the knob. A good number of them have a D/C from leaf 5 to the denticle.
