I think the strange spreading on the letters is due to be Die Deterioration, but I don't know.

Because of the peripheral area on each side, it is damaged from a vending/parking meter mechanism or possibly the arm of a coin wrapper, happen over time smashes the letters down, wears off.

Besides, bad dies need to be spanked and sent to the corner!
