The "F" is not a mint mark, it is the designers initial.

The P mintmark wasn't used in 1936. The lack of a mintmark back then indicated it was made in Philadelphia. So, yes, this is the designer's intial. F for James Earle Fraser.

Also, mintmarks were on the back of the coin then.

That's a good question with a straightforward answer. I think Germany has an F mintmark, but the US never has.

You mean there is no Franklin Mint?
Almost looks like a Mint Mark on the reverse. Need closer photo.

There was, it's mintmark was an F with an M superimposed on it. The uprights of the M were spread out, made it look like an F with wings. The company still exists but just as a marketer, they no longer strike coins or manufacture things.
