Well, this was actually a tricky post, and when I say tricky, I mean the coin is doctored.
The lack of luster is because the acid washed it away.
the owner didn't like the brown toning that typically seen on this coins and decided to make it red again.
It is usually easy to detect this type of dipping (in hand) you'll see it have a pinkish tone to the red, and the lack of luster. and all around it just look different.
as for the coin itself, it show unc details but the surface is damaged. 1940 is the key date of the 1mil run, and pretty hard to find in true condition. I recently sent a large lot of them for grading, and only very few got slabed.
