This coin has either been intentionally tampered with or it is some sort of unusual mint error that I have never encountered. It should be noted that the obverse rim appears either damaged or minted unusually around where those weird digits are stamped on the rim,

I bought it for 0.2410 awg melt.

Any opinions as to what is going on here would be appreciated.

Most likely mounting marks from a bezel jewellery of some type

Most definitely jewelry mounting damage.
Now it's neither interesting jewelry piece nor collectible coin.
Strictly worth bullion value.
"Dipping" is not considered cleaning...
