I have noticed on here that the going rate seems to be around 3-5 cents a piece for wheaties. I am curious why since in my coin books the seem to be worth at least .40 cents even in g4 and some are worth more. Why sell for 5 cents if in g4 condition it says it's worth .90 cents.

Sometimes yes and sometimes no. It is whether it is worth the dealers time. Some dealers don't want to spend the time searching through 5,000 cents. It is easier fro them to just resell the bag to a collector at a higher price.
It is almost the same with world coins found in US coin shops. US dealers usually just put them in the junk bin at x# of coins for $1.
