1995 D Washington 25c Matte Finish Reverse Has Absolutely No Luster

The obverse has luster and looks normal but the reverse is matte with no shine. What would cause one side of a coin to have a matte finish with no shine at all? When looking at the edge it still looks like it has a layer over the copper. I also have an 84 D with the same issue.

As far as I know,the mint did not mint matte finish coins in 1995.

Your coin probably sat in one place for a long time, perhaps reverse down on wood, or reverse up exposed to elements. The obverse was not exposed to the same thing.

Thanks everyone for the help. It doesn't look like there is any damage at all to the devices so I didn't initially think environmental damage but weird things happen to the finishes. That's the second one I have found. I appreciate the help.
