What happened to this thing? sanded off? reverse is normal. I am sure its not an error just wondering what happened to it?

I don't think it was sanded, if it was sanded you would see it on the rims too. It looks like it was struck through something. I have one similar to it and it was determined that it was Struck Through Grease or oil.
