Hi Colleen, I'm looking through Rick Snow's attribution guide for 1902, which is a great resource to have for IHC varieties. Judging by the position of the date and the underlying impressions, your coin closely matches the Snow-6 1902 02/02 (s). Additionally, your coin is an EDS (early die) because of the repunch is visible in the 0, and there's signs on the 1 too--nice! A DDR isn't noted for the reverse of this variety, and if doubling were on the oak wreath, I'd expect to see the veins doubled too. I think the marks you see are evidence of the shoulders on the die tools (hub) leaving a mark on the die which transfered to this coin. I might also consider die wear if the obverse die weren't an EDS.
