I am not exactly sure the degree of rotation - the queen is not upright, not horizontal, but definitely looking down. It is very noticeable.

The market for painted coins with rotations from what is expected has not yet developed. So, determing a value is difficult.

Some collectors like to consider these as traditional error coins, others tend to view them as something less and potentially worth less than a 'correct' coin.

One thing to be aware of, rotations of less than 10%, even when engraved obverse and reverse dies are involved, carry little premium - they are generally considered minor rotations at best.
