It's from the Philadelphia mint.

Looks like a normal coin to me.

I think early Die Deterioration is in-play on the obverse. Angle of photography makes it difficult to determine in a slightly misaligned die is present.

Lighting makes it difficult to evaluate this coin, but looks pretty normal.

All of the cents that year looked like that. Even the proof ones.
